It doesn't surprise me in the slightest that President Obama has that attitude. The last few presidents have had that attitude. Who cares about the Constitution? If we want something done, we'll bypass the Constitution. That's the same mentality Obama's predecessor George W. Bush had and that's the same mentality that Obama has. He said today in a speech in the White House Rose Garden that he's asking Congress to give him authorization to strike in Syria. He said he doesn't need their approval, but give it to him anyway.
The Constitution states in Article 1 Section 8 that the declaration of war wrests with Congress. It's the Commander-in-Chief's job to oversee the war. James Madison did state in his notes, in which he proposed that Congress have the power to decide when the nation should initiate the use of military force. If Congress is the body that's supposed to declare war, then it brings accountability into the equation and it's a check on the president when it comes to his powers during time of war.
